OPINION ANNOUNCING THE JUDGMENT OF THE COURT

Indian Rocks Property Owners Association, Inc. of Ledge-dale originated in 1955 as the governing body of a development located in Salem Township, Wayne County, Pennsylvania. The development consists of 546 acres, and its purpose is “ ‘to develop adjacent lakeside land into a miniature community for vacation, recreation and retirement.’ ” Indian Rocks Property Owners Association, Inc. of Ledgedale v.
