PALLADINO, Judge.
Hugh P. Rankin, Jr. (Rankin) appeals an order of the Court of Common Pleas of Philadelphia County granting summary judgment in favor of the City of Philadelphia (City) and Officer George Diamond (Diamond).
Rankin filed a complaint against the Southeastern Pennsylvania Transportation Authority (SEPTA), the City, Diamond and Chalmers Massey (Massey) to recover damages for injuries sustained by Rankin when he was traveling as a passenger on the Broad Street Subway on October 25,1986.
