This case is a consolidation of two petitions for review under G. L. c. 175, § 113B, of an order fixing and establishing 1970 rates pursuant to G. L. c. 175, § 113C, for automobile property damage liability insurance and for automobile medical payments insurance. The petitioners as to property damage liability insurance are two rating organizations licensed under G.
