filed a dissenting opinion as follows:

The majority opinion in this case holds that to enforce the provisions of the Act of 1929, chapter 74 (Code, art. 65, secs. 56A to 5617), would not violate the constitutional rights of any of the persons whom the act wa.s intended to benefit, nor amount to a surrender of judicial power by a state court to a federal administrative official.
