MEMORANDUM AND ORDER
ALLEN SHARP, Chief Judge.
This action arises under the Fourteenth Amendment to the Constitution of the United States, 42 U.S.C. §§ 1981, 1983 and Title VII of the Civil Rights Act of 1964, as amended, 42 U.S.C. § 2000e, et seq., the Indiana Constitution and the Indiana Teacher Tenure Act, I.C. 20-6.1-4-1, et seq. Jurisdiction of this court is predicated upon a federal rights question under 28 U.S.C. § 1331, civil rights claims under 28 U.S.C. § 1343 and an employment discrimination (Title VII) claim under 42 U.S.C. § 2000e- 5(f)(3).
