Petitioner seeks an order pursuant to subdivision (a) of CPLR 7511 to vacate an arbitration award on the ground that the arbitrator exceeded his power. On April 12, 1973 the Board of Supervisors of the County of Ontario adopted a resolution requiring all employees retiring after June 30,1973 to contribute 100% of the cost of health insurance premiums.
