Proceeding pursuant to CPLR article 78 to review a determination of the Commissioner of the Department of Motor Vehicles, dated December 13, 1994, which, after a hearing, found the petitioner to be in violation of certain provisions of the Vehicle and Traffic Law and the regulations of the Commissioner and imposed penalties consisting of suspensions of the' petitioner’s automotive inspection license for an aggregate period of 210 days and fines in the aggregate amount of $2,100.
