OPINION
CHUTICH, Judge.
This appeal arises out of the department of public safety’s cancellation and denial of the driver’s license of appellant Gary Con-stans under Minnesota Statutes sections 171.14(a)(4), and 171.04, subdivision 1(10). After respondent commissioner of public safety (commissioner) found Constans’s driving conduct to be inimical to public safety and canceled his license, Constans petitioned the district court for reinstatement.
