The question posed by this appeal is whether the “no-comment” rules of the District Court for the Northern District of Illinois deprive lawyers of their free''" speech rights under the First Amendment.

The plaintiffs, Chicago Council of Lawyers and seven members of the Chicago bar, brought this action seeking injunctive and declaratory relief on behalf of themselves and all lawyers who practice before the District Court for the Northern District of Illinois.
