By a joint resolution of the Senate and the Assembly of the State of New York, adopted March 23, 1931, it was resolved that a joint legislative committee be constituted to investigate the administration and conduct of the various departments of the city of New York.

The appellant, William F. Doyle, was subpoenaed to attend before the committee, and upon appearing was directed to answer a series of questions relating to his practice before the Board of Standards and Appeals. There had been preliminary testimony from the lips of other witnesses that fees of extraordinary magnitude…
