This appeal challenges the dismissal of nine complaints asserting Fourteenth Amendment “one person, one vote” claims against Mississippi officials. Each Mississippi county has a Board of Supervisors and maintains five supervisor districts. Primary elections for Board of Supervisors positions were upcoming in August 2011, and the general elections were upcoming in November 2011.
