Upon leave of court the relators filed herein their original petition for writ of mandamus against Andrew Russel, Auditor of Public Accounts, to compel him to issue to the relators a permit to organize a State bank at Shipman, Illinois, as provided in section 2 of “An act to revise the law with relation to banks and banking,” approved May 23, 1919. (Laws of 1919, p. 224.) The relators set forth in their petition for mandamus a compliance with the formal requirements of the statute and of the rules and regulations of the office of the Auditor of Public Accounts for a permit to organize a State…
