BRUCHHAUSEN, District Judge.

On February 27, 1967, the petitioner, accompanied by his then attorney, Simon Chrein, Esq., appeared before this Court and pleaded guilty to a one-count indictment, charging that on or about December 28, 1966, he imported into this country more than ten pounds of heroin. Before acceptance of his plea, he was informed of his legal rights, also that the maximum penalty for the offense was twenty years imprisonment or $20,000 fine or both.

On March 16, 1967, he was sentenced to a term of fifteen years.
