The Office of Public Counsel (“OPC”) appeals from the Public Service Commission’s (“Commission”) report and order that consolidated Missouri-American Water Company’s (“MAWC”) water systems into three districts for the purpose of setting rates. OPC argues on appeal that the Commission erred in two respects.
