The United States brought this civil action under the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (“CERCLA”), 42 U.S.C. §§ 9601, et seq., to recover response costs it incurred in cleaning up a landfill known as the “Middletown Road Site” in Anne Arundel County, Maryland, four miles northwest of Annapolis.
