This appeal raises the question whether, members of the District of Columbia Court of Appeals Committee on Unauthorized Practice of Law are entitled to absolute or qualified immunity in a suit alleging deprivation of constitutional rights in the course of an investigation. The district court did not specifically address this issue, but entered an order granting summary judgment to appellee members of the Committee, concluding that “this Court is satisfied that the actions of Defendants in investigating Plaintiffs’ practice of law were reasonable and within their lawful authority.” Although I…
