The Commissioner of the West Virginia Department of Highways brought these two original jurisdiction prohibition actions, consolidated here for decision and disposition, to prohibit further prosecution of two petitions for writs of mandamus brought in the Circuit Court of Randolph County. The two writs of mandamus seek to compel the Commissioner “to take jurisdiction, maintenance, supervision, repair, and control” of a road serving lands owned by the mandamus petitioners.
