This is an appeal from an order of the Circuit Court for Prince George’s County which affirmed a rezoning resolution of the Board of County Commissioners of that County (the Board), acting as a District Council for the Maryland-Washington Regional District in Prince George’s County, and dismissed the petition for review. The rezoning resolution had granted a reclassification from R-R (Rural-Residential) to C-O (Commercial-Office Building) of a 9.7 acre tract of land (hereafter called Parcel B).
