The Board of Regents appeals and Rosann Hollinger cross-appeals from a judgment affirming an order of the Wisconsin Personnel Commission. On appeal, the issue is whether the commission abused its discretion by increasing Hollinger’s sec. 230.85(3)(a)4, Stats., attorney fee award by twenty percent. On cross-appeal, the issue is whether the commission’s finding that Hollinger had no valid grounds to reject the Board of Regent’s reinstatement offer is clearly erroneous.
