Petitioner-Appellant Ronald Ray Howard has appealed the district court’s order denying his motion for a stay of execution, and he has asked us for a stay of execution. For the following reasons, we DENY Howard’s motion for a stay of execution.
I. FACTUAL AND PROCEDURAL BACKGROUND
In 1993, Howard was found guilty of capital murder in Texas state court and sentenced to death. On direct appeal, the Texas Court of Criminal Appeals overturned his sentence, finding that the trial court erroneously dismissed a prospective juror over her ability to answer Texas’s special issues.…
