Ed Beck filed his petition with the State Public Utilities Commission to require the Toledo, St. Eouis and Western Railroad Company, appellant, to maintain a depot at the village of Eancher, in Shelby county, Illinois, located on the line of appellant’s railroad, with an agent in charge, and to replace the stock-loading chute which had theretofore been removed by appellant.
