Following a felony finding, the respondent was placed with the Division for Youth on June 4, 1996 for 18 months. The case is now before the court on a petition filed by the Office of Children and Family Services to extend the respondent’s placement for a second time. Subsequent to the Family Court’s reorganization into three specialized Trial Parts, the second extension petition was referred to the undersigned since Judge Adams, who presided over the fact-finding, disposition, and first extension proceeding, is assigned to a Part that no longer handles…
