Affirming.

Clinton is a city of the .fifth class, and has a population of less than, five thousand. The value of the taxable property in the city for the year 1918 was the sum of $613,659.00 and for 1919 was the sum of $813,333.00. It has an indebtedness created by an issue of bonds for street improvements, some years ago, in the sum of $9,500.00. On the second day of September, 1919, the council of the city duly adopted an ordinance by which was submitted to the legal voters of the city, at the. regular November election, for the year 1919, the question…
