The appellants brought suit in the Circuit Court contesting the legality of the 1966 assessed valuation of a shopping cen*630ter. Prior to that suit, they had sought reduction of the assessment by filing eighty-one separate petitions before the Dade County Commission sitting as the Board of Equalization.
