Prosise appeals the district court’s grant of summary judgment dismissing his claims under 42 U.S.C. § 1983 that Arlington County, Virginia police officers violated his constitutional rights by using excessive force in arresting him and by conducting a search and seizure in violation of the fourth and fourteenth amendments. The district court held that the officers’ use of force was reasonable and not excessive under the circumstances and that the search and seizure claim was precluded by Prosise’s guilty plea in the related state court criminal…
