This is an appeal of a final case decision of the Virginia Retirement System (VRS). The plaintiff, Kenneth L. McMahand, contends that VRS committed error by applying an improper standard in evaluating his application for disability retirement. Plaintiff also asserts that the agency record contains insufficient evidence to support the decision.
