Plaintiffs, NTN Bearing Corporation of America, American NTN Bearing Manufacturing Corporation and NTN Toyo Bearing Company, Ltd. (collectively, “NTN”), have filed this motion for partial judgment on the agency record, to contest the final determinations of the Department of Commerce, International Trade Administration (“Commerce” or “ITA”) in Final Determinations of Sales at Less Than Fair Value; Antifriction Bearings (Other Than Tapered Roller Bearings) and Parts Thereof From Japan, 54 Fed.Reg. 19,101 (1989).
