In an eight-count amended complaint (the “Complaint”), Paxton Landfill Corporation (“Paxton”) as owner of the beneficial interest in, and American National Bank & Trust Company (“Bank”) as trustee under, an Illinois land trust have sued the City of Chicago (“City”) and its Zoning Board of Appeals (“Board”) under 42 U.S.C. § 1983 (“Section 1983”) and (invoking pendent-jurisdiction doctrine) various provisions of the Illinois Constitution.
