This action was instituted by taxpayers. The result sought is a writ of injunction to prevent the defendants, the officers of the State Highway Commission, from approving bids and executing contracts for furnishing materials and performing labor incident to a state highway project of paving roads. The specifications upon which the bids are based, by indirection and description, limit tbe source of a material needed, “blended rock asphalt,” to one place or mine (a pit located near Dougherty, Okla.), which place or mine is owned and controlled by one pro-dircer, the Southern Rock Asphalt…
