Dear Mr. Wynne:

This is in response to Chief Deputy Prosecuting Attorney Pat Jackson Compton's request for an opinion on several questions concerning the collection of court costs and fines in the municipal court of Union County, Arkansas. Specifically, the questions refer to a proposed contract to be entered into with a private collection corporation for the collection of fines and costs assessed in the municipal court.
