Plaintiffs filed separate suits in the United States District Court after unsuccessful attempts to receive emergency advance payments from the Supplemental Security Income program. The district court consol*238idated their cases and then dismissed their suits for lack of jurisdiction and failure to state a claim upon which relief could be granted. We affirm the judgment of the district court and dismiss this appeal.

Plaintiffs Green and Totten were recipients of Supplemental Security Income benefits until the Department of Health and Human Services terminated their payments.…
