OPINION

MURRAY, Justice.

This matter is before this court pursuant to a petition for certiorari. The petitioner, Edward D. DiPrete (DiPrete), filed this petition, seeking review of a Superior Court judgment affirming the findings of the Rhode Island Ethics Commission (commission). The commission found that DiPrete had violated certain provisions of the Code of Ethics, G.L.1956 (1984 Reenactment) chapter 14 of title 36, as enacted by P.L.1987, ch. 195, § 3, in awarding two state contracts. 1
