DUNN, Justice.
This is an appeal from the affirmance by the circuit court of the decision of the South Dakota Board of Environmental Protection (Board) granting to the City of Vermillion (City) and the County of Clay (County), a permit to operate a solid waste disposal site. We affirm.
On June 26, 1974, the County adopted a Solid Waste Management Plan for submission to the South Dakota Department of Environmental Protection. 1 That plan contemplated extensive cooperation with the City in financing, developing and operating a solid waste landfill.
