The appellant, World War II veteran Floyd D. Bucklinger, appeals a January 27, 1992, Board of Veterans’ Appeals (BVA or Board) decision denying an increased evaluation for his service-connected tinnitus and concluding that no new and material evidence had been submitted to reopen a claim for service connection for bilateral hearing loss.
