On April 19, 1861, riots broke out in the streets of Baltimore inspiring James Ryder Randall to wax poetically, “Avenge the patriotic gore that flecked the streets of Baltimore.” 1 The occasion was the passage of Union troops through the City and in the aftermath, one Poultney, a gunsmith, sued the City for the negligence of the authorities in failing to afford police protection to his shop which was looted of firearms.
