Coscan Florida, Inc. (formerly Costain Florida, Inc.) sought permits from the Department of Environmental Regulation (DER) and the Florida Land and Water Adjudicatory Commission (FLWAC) for expansion of a marina in Dade County. Metropolitan Dade County opposed the project and the matters were consolidated by an officer of the Division of Administrative Hearings (DOAH) who conducted a hearing and issued two recommended orders, one for each agency.
