This is an appeal from a conviction, under 18 U.S.C. § 371, 1 of conspiracy to defraud the United States and an agency thereof, the Department of Housing and Urban Development (HUD). The alleged conspiracy involved a scheme to rig estimates and to inflate billings in order to destroy competitive bidding on moving contracts and to overcharge the Philadelphia Redevelopment Authority (RDA) for the cost of moving displaced businesses.
