Appellant, Beacon Finance, Inc. (Beacon), is an insurance premium finance company holding a license from the Department of Insurance pursuant to part XV of chapter 627, Florida Statutes.1 On or about September 20, 1993, the Department of Insurance (Department) filed an order to show cause setting forth three counts.
