This is an appeal from an order of the United States District Court for the Eastern District of New York, I. Leo Glasser, Judge, entered January 4, 1990 following a bench trial. That order denied plaintiff Jonathan Cory Scott (“Jonathan”) (1) a declaratory judgment that defendant Long Island Savings Bank1 violated the Truth in Lending Act (“TILA”), 15 U.S.C. § 1601 (1988) et seq., by failing to provide him with certain disclosures and notices of a right to rescind a second mortgage to which he claims entitlement pursuant to 15 U.S.C. § 1635(a) (1988) and implementing…
