To the Honorable the Senate of the Commonwealth of Massachusetts:
The undersigned Justices of the Supreme Judicial Court respectfully submit their answers to the questions in an order adopted on May 15, 1972, and transmitted to us on May 17, 1972. The order recites the pendency before the General Court of a bill, House No. 2287, a copy of which was transmitted with the order. The bill is entitled, “An Act further regulating the publication of political advertisements by newspapers or other periodicals.” The order requests the opinion of the Justices as to the constitutionality of the bill, if…
