Studor, Inc. (“Studor”) appeals from the Franklin Circuit Court’s December 15, 2010, order denying its petition for a writ of mandamus and its related motion for summary judgment and granting summary judgment in favor of the Commonwealth of Kentucky’s Office of Housing, Buildings and Construction and the Commonwealth of Kentucky’s Board of Housing, Buildings and Construction (hereinafter collectively referred to as “Appellees”).
