ADKINS, Judge.

Corporal Steven Kerpelman appeals the grant of a motion to dismiss his action in the Circuit Court for Prince George’s County for a writ of mandamus. In his mandamus action, Kerpelman asked the court to order the Medical Advisory Board (MAB) and the Disability Review Board (DRB), established under section 4.2 of the Prince George’s County Police Department Pension Plan Document (the Plan), to reverse their decisions that he does not have a qualifying disability.
