Angilen Woodard was discharged by her employer, the United States Postal Service, for violating a last chance agreement. On January 28, 1991 she filed a claim for unemployment compensation. Her claim was initially denied by a claims examiner. Woodard appealed the denial. A hearing was held before an appeals referee which resulted in an affirmation of the denial. Woodard appealed that decision to the Board of Appeals. The Board disallowed the appeal. Woodard appealed the disallowal to the Circuit Court of Jefferson County.
