We deny the petition for rehearing, but vacate our original opinion in this case and substitute the following opinion in its place.

Walter Leroy Moody, Jr., convicted under federal and state law for the 1989 murder of Eleventh Circuit Judge Robert S. Vance, has petitioned for a writ of mandamus ordering the recusal of District Judge L. Scott Coogler, who was randomly assigned to hear his federal petition for a writ of habeas corpus, see 28 U.S.C. § 2254, and directing the transfer of this matter to a district judge outside the bounds of the Eleventh Circuit.
