This Court, in an August 13, 2009 Order, required Leon A. Kendall, a judge of the Superior Court,2 to show cause as to why he should not be held in indirect criminal contempt.3 On December 18, *8932009, this Court appointed the Honorable Edgar D. Ross, a retired Superior Court judge, to serve as a Special Master, with the authority to, among other things, conduct a show cause hearing and make and submit to this Court proposed findings of fact and conclusions of law.
