hThe plaintiff, Ralph T. Barnes, appeals from a trial court judgment clarifying a previous jury verdict. On remand from this court, the trial court dismissed the plaintiffs claims against the City of Monroe (“City”) and the Riverwood Apartments Partnership (“Riverwood”). For the following reasons, we reverse the trial court’s judgment and enter judgment in favor of Barnes.
