MEMORANDUM AND ORDER

PARKER, District Judge.

This action is a citizen suit brought by the City of New York (“the City”) under § 505 of the Water Pollution Control Act (“the Clean Water Act” or “the Act”), 33 U.S.C. §§ 1251-1386, against Defendants Anglebrook Limited Partnership, Somers Golf Associates, Mit-sui Fudosan (New York), Inc., Kajima Inter national, Inc., Doe 1 and Doe 2 (“Defendants”).

The complaint alleges that Defendants’ plans for the construction and operation of a golf club in northern Westchester County violate the Clean Water Act because they fail to meet numerous requirements…
