This case is before the Court on the pro se petition of Vinodh Raghubir for a writ of mandamus. We have jurisdiction. See art. V, § 3(b)(8), Fla. Const. Petitioner Raghubir has pro se filed forty-two petitions or notices with this Court since May 2017.
