OPINION

At issue in this case is the constitutionality of section 7 of the Sex Offender Registration Act (the Registration Act) (730 ILCS 150/7 (West 2002)) and section 1280.40 of the Illinois Administrative Code (the Code) (20 Ill. Adm. Code § 1280.40 (2002)).
