This case comes before the court pursuant to Senate Beso-lution 193, 82d Congress, adopted August 27, 1951, which provides as follows :

Resolved, That the bill (H. R. 1580) 1 for the relief of Overseas Navigation Corporation, now pending in the Senate, together with all the accompanying papers, is hereby referred to the Court of Claims; and the court shall proceed with the same in accordance with the provisions of sections 1492 and 2509 of title 28 of the United States Code and report to the Senate, at the earliest practicable date, giving such findings of fact and conclusions thereon as shall…
